History of Elk Valley Public Service District
The Elk Pinch Public Service District was created by the Kanawha County Commission on May 8, 1979 and the treatment plant started up in November 1984 to provide sewer service to approximately 2,600 customers in the areas of Elkview, Pinch, Mink Shoals, Big Chimney, and Elk Hills.   The Big Sandy Public Service District “started up” in 1991 as a collection system, pumping the sewage from their 750customers to the Elk-Pinch PSD for treatment.  Then in 1999, by order of the WV Public Service Commission, the Big Sandy PSD was merged with the Elk Pinch Public Service District, therefore creating the Elk Valley Public Service District and thus further expanding the District’s boundaries to include the Clendenin, Falling Rock and Youngs Bottom areas. 

In 2010, the District completed a 19 million dollar project that upgraded our treatment plant and several lift stations. The treatment plant upgrade consisted of a new vertical loop reactor treatment system, two new large clarifiers, a new belt filter press and multiple other pieces of equipment related to our sewage treatment. Existing treatment tanks were renovated to aerobic digesters and chlorine contact tanks. Existing buildings were also renovated to support the new treatment process. The District also built a new office building with the project.

The same project included the upgrade of several sewage lift stations to increase pumping capacity, include new electrical controls and the implementation of a state of the art operation and alarm system called SCADA (Supervisory Control and Data Acquisition). This project also included the replacement purchase of 12 emergency standby generators to operate our major lift stations in case of power outages.

The Elk Valley PSD has expanded our customer base to approximately 4800 customers through line extensions, large and small.  Along with the treatment plant, the District also operates and maintains 69 lift Stations with a staff of 8 employees.
