THE PLANT

The Elk Valley Public Service District Treatment Plant is called a Vertical Loop Reactor. It was designed to treat a dry weather flow of 2,250,000 gallons per day with a wet weather capacity of 5,000,000 gallons of flow per day. The plant operation begins as the wastewater enters the plant at a self-cleaning bar screen with compactor combined with a grit chamber with grit washer to remove trash. The wastewater will enter three vertical loop reactor tanks, with six disc aerators and four supplemental blowers to begin the treatment process. Two 75’ diameter clarifiers, 20’ deep act as the settling area for separation of the water from solids. The water on the top of the clarifiers travels to the chlorination tanks for disinfection, then to a de-chlorination point before it is discharged into the Elk River. The solids are transferred into one of four aerobic digesters. The sludge from the digester is transferred to the belt press, where additional liquids are removed. Finally, the remaining solids are transported to various farmlands for disposal, all in compliance with WV Department of Environmental Protection Sludge Land Application Program.

The Elk Valley PSD’s staff is comprised of two Class IV Wastewater Operators, three Class I Wastewater Operators, all of which are certified by the WV State Health Department.

Maintenance of the sewage plant facility is supervised by a chief operator and collection system maintenance is supervised by a system manager, both of which are overseen by the General Manager.

The Wastewater Treatment has a complete back-up power 1000 kw generator system in case of a loss of power. The plant is monitored and tested with oversight by the State and Federal governments through the National Pollutant Discharge Elimination System and Water Pollution Control Permit regulations.
